Kids: Hi, Like Our Dr Claw Costumes? Policeman: Dr Claw, You Are Under Arrest For Planning To Steal A Ruby To Make A Laser To Pause Time In Riverton! Kids: Wait, We Are Not Dr Claw!
The scene with Penny's teacher must've been cut at the last minute, considering the fact that Mr. Morgan still has his name in the end credits of the final film, oddly enough. Isn't that rather strange? Usually last minute deleted scenes remove the actor from the credits as well.
The First Bill and Ted movie's credits also have a character and actor that doesn't appear in the movie. The credits were done in advance and also this was the analog era.
Claw: Join me, Penny! Come to the M.A.D. side! You can't refuse it, Penny! It IS your destiny! Penny: I'll never join you! You killed my parents! Claw: No, Penny! I AM your father! Penny: No... that's not true! Gadget: Actually it is... Penny: NOOOOOOOOOOOOOOO!!!

Those deleted scenes best explain some characters who were part of the cast but didn’t appear in the final shot. Mr. Morgan is Penny’s science teacher, the impound captain has been guarding Gadgetmobile after confiscation, and the kids with claws were arrested when the cops were trying to capture Claw.
6:03 If there was a camera footage, and Inspector Gadget saw a recording of Penny talking to Claw, he would have totally understand and regret for how he totally mistrusted Penny who has been a great detective, in spite of her age.
Actually, you could imagine Claw is the same guy as the one from the first movie under the hat..just a bit older. Would be nice to get an in-canon reason how he goes from acting like this tall dark suavey type guy from the first movie and into a gutteral middle aged fellow in the space of 3 years...
Noah Prendergast G2: *a little bit disgusted hearing that statement* Excuse me? *Sees that it actually picks the lock Inspector Gadget struggles a bit but it gets through* Inspector Gadget: It's a lockpick. I call it the Nose-Picker! G2: Heh I think you should find a new name for that device. *Walks through the open door with Inspector Gadget shrugging to himself and follows in after her*
By looking at the first Inspector Gadget, it looks like it had some dark stuff in it, like RoboGadget having flamethrowers, missiles, and spikes, the city of Riverton on fire, and some of the things differ the movie from the cartoon, like Gadget having a love interest, Dr. Claw's face revealed and having only two minions instead of having a lot of them and even Gadget being a shy, mild-mannered man. The sequel, however, stayed true to the cartoon, with Gadget being so clumsy, bumbling and imbecilic, in a good way, Claw's face never revealed throughout the film and having many henchmen, and the film being more funny than the first one. Also, French Stewart was better at doing the part of Gadget better than Matthew Broderick did. I'm not saying that Broderick is bad, he just didn't put enough effort into making Gadget a funny character, that's all. I do like watching both IG movies and they are great, but I never watched the cartoon TV show. I was too young to know that this movie was based on an animated TV show that aired before I was born.
You took the words right out of my mouth. Everything that could be said about Inspector Gadget and IG2, be it in the public eye or not, I feel the same way, essentially.

Well, Matthew Broderick's portrayal was far more competent and clever. French Stewart's portrayal was much more dimwitted and incompetent--which is actually closer to the cartoon Gadget. Though Stewart's portrayal was closer to the cartoon, I _still_ cannot deside which actor was the better Gadget. Well a lot of them aren't really important to the film's story. Most of them would've really just slowed the film's pacing down and just been out of place. The school scene's just out of place. There really wouldn't have been any place for that scene to fit into the film. The scene with Brick getting a chocolate bar wasn't important at all. The focus of that scene was on G2 fighting the minions. The scene with Panny and Gadgetmobile wasn't really needed either. We all know Penny snuck to the bar to investigate. Gadgetmobile being towed wasn't really needed either. Inspector Gadget being fired was the focus of that moment. The scene in the mayor's office also didn't really fit into the film. That scene really doesn't add anything to the story. Claw and the minions arriving at the fundraiser wasn't really needed either. We already knew they were gonna be there. Claw grilling Penny could've been in the film, but the scene is kind of long and they really needed to stay on story. Retrieving Gadgetmobile would only work if that scene with him being towed was in the film. And as I already mentioned, that wasn't needed. And without that scene in the film, this one would be useless in the film. Penny trying to leave a message and leaving with Claw and the minions was also pretty useless. Nothing would've even come out of that. It was better to just cut to them preparing to fire the ray. Inspector Gadget and G2 arriving at the factory and picking the lock would've also been useless. We wouldn't have needed them to stop by there. Like the previous scene, it was much better paced to just cut to the ray being activated and the 2 of them rushing into action than stopping for those scenes and slowing the pace of that whole sequence down. Inspector Gadget and G2 arriving at the federal reserve worked much better with Inspector Gadget immediately jumping into the scene rather than the silly talking. He's rescuing Penny in that scene. So being silly in that moment just didn't fit. And the extended scooter chase is more of him just riding around the city than actually chasing Claw. It needed to be more focused on him after Claw. So it's easy to see why these scenes aren't in the movie.
I'm still with my new friend Jadzia Dax, G2. I'm with her all my life. I saw her on Star Trek Deep Space Nine and I went to see her at Galaxy Con in Columbus, Ohio and talk to her for the first time.
