High ISO doesn't create more noise, less light does. When you increase the ISO, you need to lower the shutter speed or stop down to avoid blowing out the highlights which in turn allows less light to fall on the sensor and that creates noise in the image. Try shooting a low light scene with low ISO and high ISO with longer exposure and wider aperture and then boost the exposure digitally in lightroom. You will see that low ISO creates more noise than high ISO.

The iso is one of the three camera settings that controls the exposure of your image
A higher iso will give you a brighter image and a lower iso will give you a darker image.
(Two main factors that you need to think about when you are changing the iso is noise and dynamic range
The higher the iso the more digital noise you ll have in your shots,
Raising the iso is like boosting the sesnor’s sensitivity to light and this creates digital noise specially in the shadows
The higher you raise your iso the less dynamic range your shots are going to have. )

I’m new to photography but I saw a pretty useful piece of advice. Depending on what photography you’re doing. Prioritise aperture to manage your depth of field etc… then shutter speed and then ISO. Obviously some photography requires you to have a certain shutter speed but it’s helped me a lot. ISO is the last setting I adjust

Iso doesnt creat noise it just shows the noise while low iso hides the noise in the dark underexpose areas

When I use a phone camera, I lower the exposure to make the dark parts black, and edit it later. It works well enough for me.
