Very Few tourists visit Davao (Mindanao) though I see vlogs there are russian communities in Samal Island. Tourists only visit Cebu, Manila, Boracay, Palawan, Siaragao, Camigin etc
Mindanao (and consequently also Davao) is generally put in higher security warnings for travellers from most countries. For example, Australia has a travel advisory marked as "DO NOT TRAVEL" for the region, so insurers would not cover travel to that area. I would assume in other places there are similar issues for travel, so tourists who don't specifically need to go to Mindanao will not go there.
Fyi the traffic lights are working. They're not on because the streets are not busy. Traffic enforcers are going to on that if the streets are busy, that how it works here in davao.
You should compare two countries’ capital cities of Minsk and Manila and not Davao which is just another provincial city in the Philippines. Manila has among the world’s most modern high-rise buildings whereas Minsk looks like a flat plateau when seen from the air. .

Why compare Davao to Belarus? Try BGC/Makati in MetroManila or IT park in Cebu or Baguio city. Davao city is not known as a tourist destination

Gomel is beautiful, I live there. It's a gorgeous, safe city of 500,000. Bobruisk is also very green, walkable, perfectly safe.
