He all controlled them in an environment of paranoia. he would have these White Nights where they would spend the entire night practicing a scenario in which their area was under siege. A prime example of how things can go badly wrong if power ends up in the hands of the wrong person. The frustrating thing is he probably could have done so many good things in the world if he wasn’t a power hungry madman with a god complex. His early actions with civil rights and integration of different races showed that.

Did she help with the complex logistics of moving all the poor people into the deep Amazon jungle? It's also interesting how most of the people that held executive positions and "escaped" were white. Layton was also married to this shadowy dude name Blakey. He was all up in Jonestown also. Jones made them "divorce" and they were still happy to do whatever Jones wanted.
