They are using retaining gland rings which eliminate the need of thrust blocks but that only works on the new stuff the next joint down the line is probably a regular tyton joint so they are taking a chance with out the thrust block

What's the purpose of the 3 nuts you tighten and the heads break off ?
when they break you know you tightened them enough, plus they cant be easily undone.

Most of the valves are 1950s or older, where the valve body's them self are almost rusted through, we've encountered it a fair bit
