I just looked it up. 3-5 day Priority Mail International Flat Rate padded envelope maximum weight 4 lbs, $77, 6-10 days $45.
You need ID to post a parcel? That’s a bit strange.
It's not strange because people try and send illegal items out of the country so they need a record of who sends it just incase
