The laser level gives a great first approximation. For fine tuning slow a ball (struck with a cue stick) : a. Down each long rail in both directions b. Down each short rail in both directions c. From each corner to the opposite corner in both directions d. From each corner to the opposite side pocket in both directions
I think a laser level is good, but it depends on how flat and square that target (piece of wood) is. Myself, I’d start with a Mitutoyo or a Starrett bubble level. Both of them are well calibrated, even if you buy their lowest end models. Their higher end models can be very expensive, but are even better calibrated.
Your slate can also sag over time. I had it happen to my table. We had to replace the slate. I had balls rolling to the side on slow shots. Honestly it looked just like what you showed.
for sure... that's even more accurate than a laser. I've seen people try to do it with just a 1 foot bubble level too.. The laser gets it plenty close enough to where I never notice any type of roll afterwards!

I like using a machinist level but if the laser works, use what you have access to.
