Because Hector is no snitch. He is a hardcore cartel member. We should instead wonder why he didn't send the twins to pay him a visit.
@@milopezusmcI think the not sending the twins just comes down to lack of direct communication. Tuco seems to have been the only family member, or cartel affiliated person, to have been looking after Hector, North of the border. With Tuco dead, any communication would have needed to be facilitated by the hospice staff, and you can't exactly communicate a hit through them. Then, later on, when Hector does re-establish direct communications with the cartel, his, and the Twins focus is on Walt, and later Hank.
