There is a difference, Frank wants Walkers position which is not the case with Tusk. Tusk just wants to get financial benefits (which he bought through Feng and Daniel) without any interruptions. Tusk was not like the Shepards who like to infiltrate and influence every decisions the President makes. But yes, in late S5 there was a ep which shows that Tusk had something on Conway, so he is backing him to win the next elections
