Throw is based on the weight of the target and the character's strength stat. Unsure if encumberance is factored in but you can always double check it like you were trying by removing all items on the throw target instead of the thrower (you had emptied Karlach's inventory instead of Lae'zels).
Shadowheart is your best user for the Gloves of Belligerent Skies. Use Sacred Flame, Spirit Guardians, and Guiding Bolt to trigger it. Pairs up wonderfully with the Luminous Armor you have in your camp inventory. It's an extremely potent combination. The Baneful Strikes is not doing anything for you at all. It only applies to spells cast by the person wearing them. Your Laezel isn't casting any spells at all. You should give the growling underdog gloves to Laezel and Belligerent Skies to Shadowheart.

Yeah I think it's about the thrower strength vs the total weight of the throwy.
