Plot twist, you'll also need all of those permits and costs in all of Italy. And the price of the renovation will be around the same there. Only here you won't be paying 200k minimum for an abandoned property , like you would in an italian city, in addition to the renovation. Also some of the initiatives actually provide help with the bureaucracy. It's not for everyone, but for some it's an amazing opportunity.

Of course isn't true, nobody would even sell a pillow for 1 euro, I am from Sardinia (Italy) and these houses are just ruins, where you cannot even live in but you need to fix it with around 80-90 thousand euro in a short time, in some cases there are more requirements like residency and income, those towns are abandoned by his own citizens for many reasons like the lack of transportation, business and not even entertainment, if it was a real bargain the local people would take it immediately but there isn't any value (and btw you pay a lot more than the value)
Immigrants go to live where there are jobs, in those small villages in the middle if nowhere there are none - that‘s why these houses are empty in the first place.

A homeless or disabled can't survive there, they are just looking for rich/silly people who would pay the restoration of their ruins and bring some benefits, they definitely don't need poor people

They should give a few of them away to people who never had been able to buy houses.. disabled.. homeless.. not just to rich people
The problem is that the job market there is pretty much ZERO. So to live there, someone should have an income from abroad.
