I suspect very few people are raising then folding to a 3 bet pre flop. This means that from a GTO perspective, your borderline out of line 3-bets will be OK after all since the calling range of your opponent will be too wide. The exception would be if their raising range is too tight. In that case, they probably always call the 3-bet correctly since their raising range is probably only hands that should call a re-raise.
