It depends. It's easiest to retrieve and export (App) data, when the Smartphone is still working. If display is broken, remove sd card and plug it into your pc (tested on linux) and hope, that your touchscreen is still working, since you normally have to authorize access to the internal storage. If phone is dead, professional data recovery is needed. Just do backups in the future to prevent data loss. For newer devices with encrypted storage by default, a device reset should be sufficient unless you hoard state secrets. Without storage encryption, deletion and overwriting (with junkdata) would be needed. If device is unrepairable junk, then simply destroy the memory chip before giving it to a recycling facility.

If they can do this with chargers what do you think they can do with your old phones? I would think twice before offloading these at any recycling center or resale website.

You don't have trash bins for batteries in every grocery store in the US? ... You even have to search for special places and there are not even showing up a lot? xD ... You can only bring any electric devices to Best Buy? .... Does not every shop and store which also sells electric devices have to take back such things (e.g. headphones, laptops, fridges, ...anything electric)? ... oh my! The US is so ...undeveloped.

You can try installing Linux on your laptop and give it life again. Or turn your laptop into a home server.
