Hey there, one small question. How do we build power plants on neighbouring grids?(the adjacent grid).

Everytime I try to build a power plant in the adjacent grid, it is only allowed to build power plants on the city's grid, the default grid given to you when ou set an office there

I had an issue where I could not build a plant in a grid unless there was an existing storage unit
