Don't discard parts that are inconvenient to deal with. If the window motor will not turn making cutting cables the ways to solve that problem, tap the motor with a small hammer while holding the unremoved window switch in whatever direction you want it to go and you may find that you only need to replace the motor instead of the whole window regulator.
When the motor is bad, so is the rest of the mechanics -- we are a throw away society. Heck, my furnace broke and I threw that away too! (20 years old and it seen it's days.)

Without the plastic you will have more road noise and debris coming into vehicle, so be careful removing the plastic
