Okay so in the beginning he's talking about the major corruption that takes place in Dominican Republic so blindly but at the same time so openly & how the government has seen it but allows it to happen in a cycle while pretending & turning the other cheek is very normal. Along with addressing issues of those many such as politicians & police forces who are invold in money schemes & being paid off just as bad as any of the normal criminals in the DR. He then turns the subject into speaking about how a majority of are culture accepts that shit due to the results some live & die very fast and easily due to the human nature of what happends in the dominican republics nation.
Now on the hook of this song he's basically saying. - Oh when the night comes we're gonna party

Giving the essential & meaning of how a majority of Dominicans all over the world love to popularize this culture around themselves into celebrating and partying everyday for absolutely no reasons at all..
He then moves on to mentioning how the youth doesn't care about school / university because all they want to do is the same things they'll rather party or move reckless on the block to save up & purchase motorbikes & sell weed while alot of the females turn to being hookers & fuck around on the corners..
Now towards the end of the song at the mid ending, he also adds a nice mini hook at the end while he's running basically saying to himself in his own mind & for the people of dominican republic. 🎶
