I'm guessing this was recorded from another country, possibly Belgium. BBC 1's testcard in the UK was not like that shown at 13:23 but a specific one for the station ( Google Testcard F BBC and you'll see what I'm talking about). This looks like an international playout on a Belgian or French network.
Aha, thanks for your comment! This type of testcard i see mostly on recordings here from The Netherlands, the country where i also live and find these. But there are some exceptions, where i get a testcard (or info channel) from the CAI (Centrale Antenne Inrichting), or that testcard F, which is quite rare to find on BBC-recordings here.

I can't imagine Eynon is talking about anything other than Hen His Wife, but the Radio Times listing on the BBC Genome Project claims Svankmajer's "Dimensions of Dialogue", so one or the other made a minor mistake thirty years ago, which is of course unforgivable.
