Load shedding for a long period of time it might be a fault in the substations or transformers not loadshedding but power outage. The power company takes it's time to fix it cause most of residents don't pay for it.

It's not an ordinary problem in townships. The uncle who is peaceful when drunk but violent when sober, I think he could be referring to someone that he knows. It's not a widespread thing. And again, in most of the townships the streets are not paved. But they're not so dusty that they can turn your white sneakers brown, unless if you're playing like a kid or kicking a ball with them.
