How about the governor get these neighborhood lots clear a space just enough to put an RV on there. Get the electrical and water up and running as soon as possible. Then let the governor call out for people that have their RVs stored in RV storage parks. Ask the owners of the RVs that the government will pay them rent for families who are homeless and they can be brought to their burnt out home lot.
