We were not required to get a visa in advance for our trip! We are from the United States and were in Dubai for a short period of time (less than 30 days).
Uber has recently reduced their fare prices in Dubai thanks to competition like Careem. I compared both Uber and Careem everywhere i travelled in Dubai almost same prices everywhere.
It is the value added tax amount, so if you pay tax on an item but you are from another country (in this case hold a passport for outside the UAE) then you can get the tax you paid refunded to you at the airport. Generally it is only for higher value purchases of goods (you can’t get a refund for say a $10 purchase or your lunch). Some places in the gold souks will just check your passport and not charge you the tax in the first place! Think of it as duty free shopping outside the airport!
