Those credits are based on the 6$ plan, users will get 30 credits for testing your app. You can use the 10$ plan to get 20 of our private testers.

Closed Testing is entirely Free. But if you want 20 testers quickly within just 6 hours then you can opt for 10$ plan. It is per app plan and is not lifetime

when I try to install the app it says app now available
It might be issue with Google group. Just go to settings page and click on Join Google Group. Once you join the group, just check that the email with which you joined the group and the email in your Play Store when you open it is same or not.
I think it's because you have linked your Google play account to other account, I was having this problem but when I use the same account on both the app and google play it works.
