Does we need to create merchant account first to create subscription? In my subscription page it is showing The account owner needs to setup a google payments merchant account before you can access this page
Creating a subscription is allowed in closed testing. If you uploaded your app before enabling subscriptions in the settings, you may have to upload a newer version or build of the app. I just experienced this myself and had to upload a 2nd version for the subscription option to show.
