      I think its that carbon has 4 valence electrons- valence being the outermost shell

      It is talking about the electrons in the valence shell. It is the same as when he mentions that nitrogen has 5 electrons in its valence shell, not 5 electrons in total.

    why does the number of bonds formed increases in the element with low electronegativity?

      Because elements with lower electronegativity have fewer protons which makes it easier for the atom to lose electrons to become stable, forming more bonds with other atoms. I think
