I have watched and read the whole OG Dragon Ball Manga and Anime. The Goku from this what if story is not a 1:1 version of the Goku from the Dragon Ball universe, but rather an alternative version for the One Piece universe

And there's a crucial difference. Son Goku was already twice older than them and I doubt he would sit in one village after learning about pirates. He would immediately leave to seek the strong opponents. If he decided to stay a little longer, he could become master for Luffy and Ace making their training more efficient. Also, upon learning about injustice in the Sabo's country, Goku decides to stop making himself recognizable by the Marines after defeating that kingdom's army.
In this timeline we change his age a little bit. It’s not a 1:1 version of Goku from Dragon Ball. It’s a Goku in an alternative dimension with similar character traits but another story
We need a pt 2 were you write you own islands and adventures they go on and were they fight black beard, shanks and maybe even a new emperor

I think Goku would probably win, since Super Saiyan is a 50x multiplier, his Ki can resist some forms of Hax if he's stronger than his opponent by enough of a margin, and his destructive capabilities rise exponentially since only a power level of 139 is enough to destroy The Moon and a power level of 10,000 is enough to destroy the planet. Meaning he would only need a base power level of 200 to reach that level, something that he was able to do at around 15 years of age in his series. With the combination of his Saiyan powers and his Haki powers, he should be stronger than he was in his own series, if anything. Plus as a saiyan he is constantly adapting and getting stronger. Luffy's powers seem to have their limits otherwise he would have already become the strongest in his series by now. So I think realistically Goku should win. But if Luffy's was truly as powerful as Bugs Bunny then it would be a different story.
