Dr. Zaius almost comes off as heroic in that scene. He rides through fire because he believes it's a fake, but he still cowers when he sees the statue fall, so he wasn't completely sure.

Unless the mutants were taking care to project their illusions into the minds of the horses as well as the apes, they probably didn't even see any fire.
