Of course they can. Feed them good, quality food for fries like artemia or bbs. Feed them 4-5x a day at small quantity of course. Good luck! (I'm a guppy breeder).

You should change water very frequently. Guppies produce a stunting growth hormone, that, well, stunts their growth. That's a measure to naturally slow down growth so there are not too many adult males around. There is no other way of getting rid of that hormone than to change water frequently (or you can have a very big tank, but still, regular water changes are advisable). Some breeders even change water daily.

In a completely blank tank? This never occurs in the wild. They need places to hide. These babies are skittish in the extreme. It's not healthy. Imagine.... being in a blank white room for 35 days. One couch in one corner. It is not healthy. Provide lots of nooks and crannies? Now you have 50 rooms with tons of "space" and visual stimulus. Add plants. In the wild.... there are rocks and plants and wood pieces everywhere. Some clear space is great. But provide lots of creativity for them. Not just 4 walls. 15 to 20 guppies is a good ratio with lots of places to hide, get away from each other in a 10 gallon. But without lots of eye candy, plants and rocks, they can clearly see each other every moment. That's bad.
So I thought my Pilate fish was pregnant and she was, but there was only two fry left and they were literally in the filter because I’m guessing she gave birth when I was not home and all the other fish ate the fry, but my babies are growing, very, very slow and I’m feeding them like twice a day I’m just not sure what size is OK to put them in the tank

Live foods help with growth and so does heat.Do you have a heater? Also add Live a plants and feed live brine shrimp? I have been feeding first bites powder and they are not growing so I plan on hatching shrimp. Plus I hope it keeps tank cleaner because frozen baby brine make the water gross quickly.
White guppies with completely black backgrounds gives the fish no sense of security. It highlights their beauty, yes. But fish, like all animals, need a time of rest. Look at how psycho skittish these are. I would add some very light yellow, some white plants to help them "vanish" and feel secure.
IF YOU WANT TO AVOID OVERPOPULATION: After two or three weeks, look at the young guppies with a magnifying glass. The females have a dark spot on the back of their abdomen, near the base of their tail. Separate them from brothers and nephews at that age. Because young males can fertilize their sisters and nieces within four or five weeks. The female stores the sperm until she is fertile and then she becomes pregnant. But if you separate them in time, a female tank and a male tank, the females will grow longer. They grow bigger and you don't have an overcrowded tank. In addition, you have unfertilized females if you have a new male and want young from it.

Guppies produce stunting growth hormone. If your guppies grow slower, then you have to change their water more frequently or by bigger percentage.
