The thing is, there's nothing unusual about having the secret service take protective measures for the president. If they determine that the president should be moved, I don't even think he can refuse. It's happened many times with previous presidents.

Trump whined and ran from tough questions on national TV,, can't open his mouth without spinning lies and conspiracy theories,, can't run a business without it failing,, kisses Putin, Kim Jong-Un and China's Xi Jinping and tries to emulate these dictators. He's divided the country and devastated the economy. Real world leaders spend time on the phone running the country, not Twitter and you don't down play or lie about a pandemic, you deal with it as other countries have by taking and showing responsibility. When I was in basic and AIT there were a whole Platoon of National Guards in my training regiment. There were some of them in my Platoon, they were from Nebraska. I was regular Army and they did the same training. So they are trained military as far as I know, they graduated right along with me. The only difference is I went to my permanent duty station, and they went home to serve on weekends.

They are controlled by the states. In emergencies they are deployed to protect US citizens. Katrina, the de-segregation of the South... They can be deployed overseas, but not generally.
