I like to believe this song represents D-9341 being trapped, and used by the foundation with no freedom. I think this because it plays at the start of the game where the play has no free will, and at Gate A Ending 2 where the player is captured.
SCP:CB has a great story that holds up best compared to any fangame of any game in any genre imo. It has FNAF level lore that still manages to not go all wonky like said FNAF, and has multiple layers for those who look deep enough. And for the people who have not looked past that first layer... No. SCP:CB does not take place in Site 19. However with how the SCP Community works if you want that to be your head canon then go for it! (⁀ᗢ⁀)
