It kinda is. If you get hit by arty or by an he shell you could see a dent but you could also see the ghost of the model holding the orginal postion of the armor.

As cool as it would be, I'd assume it'd would be quite taxing on your computer and lag the game, as well as every vehicle individually requiring modifications for it to work.
