The BEST type, I 25 ft of regular chain from Home Depot which gave me 3 chains hanging out of the opening on the gutter under $20 for this and the chain links are the best to use, it directs the water straight down and a fast flow. Beware of the expensive cup type, they over flow with heavy rain, not worth the $$.

Other ideas: maybe the surface flow on the rope exterior isn't optimal, the chain links may entrain the water better, I wonder if light plastic chain would work (it might be water phobic 'beading' and the water might not flow along it well same with synthetic rope) might need restraint at bottom tying off or weighting, also maybe pull the 'line' into a slight curve and see if the water flows along that going further from your house overhang.
