Millie Bobby Brown not returning for Godzilla X Kong: The New Empire leaves room for the movie to focus on other human characters. Instead of having Madison come back and retain the franchise's more Godzilla-centric approach, it appears that the film will put a greater emphasis on Kong's storyline. This can be seen with the use of a villain like Skar or introducing the Baby Kong. It also means that human characters like Dr. Andrews and Jia are positioned to have even bigger roles in The New Empire than they had in Godzilla vs. Kong.
It is possible that Godzilla X Kong will make Jia the new main human character of the Monsterverse. This is a role that Millie Bobby Brown's Madison certainly would have retained if she was brought back. The Stranger Things star is too big of a name to sideline with a smaller role, especially after her elevated presence in Godzilla vs. Kong. Instead of potentially disappointing audiences with a smaller role for Madison, Godzilla X Kong: The Empire is moving on from her and can shine the spotlight on others in her absence.
