You do realize that it comes down to what Toho will release the rights of, and that's 100% out of legendary's hands? Hell even with Ghidorah, legendary had to follow rules with him not visually eating a human on screen. They got away with the snow around the woman when ghidorah bit down toward the fleeing people from the Osprey (forgot the character's name), and the soldiers were liquified before ghidorah would attempt to lick them up... So yes, there are some Kaiju that should be used, but Toho wont just release the rights of all of them for a movie, especially since they are making more of their own Godzilla movies again as a soft reboot with Godzilla Minus One. Legendary had to make the Mutos to show Toho that they can respect Godzilla, and even in GvK they only referenced prior Kaiju as Mechagodzilla isnt theirs, but the next movie is having another Legendary made villian, but hopefully will be the foundation to bring in Destroyah.
