On TV, one of the programs about border protection, a lady opened her suitcase and cockroaches started coming out. So disgusting.

It's not their job to enforce other countries laws.
The cigarettes i.e. would be fine if they'd be declared. That's just about taxes. How would they know if you plan on paying the taxes on arrival? How would they know if th amount of dry fish is legal at your final destination. Probably they don't even know where you are flying to next. And even if they do this doesn't have to be the final destination.

2011 was the year Customs: season 3 was on so you’re right near the mark and I was going to say they probably stick to the old computer set up cause if they were to get a new computer or software system everything in the older system might not carry over to the new system or if it does it might do more harm than good
Same thing happened where I worked, for the longest time we had to old 80’s/90’s register (they worked fine) then when the new owner took over she upgraded the registers and it was a disaster since the registers worked off of wifi and anytime the wifi lost connection or went out the entire registers were out of commission
