In the past I bought Facebook ads with specific local radius for the San Francisco Bay Area and got clicks from China. When I confronted FB they made silly excuses. Like maybe those people visited the bay area once but is back in China, like 20+, lol. A few months later other people said the same thing happened to them. FB was paying these people to click and their people ignored the radius I set. Of course they didn't give me my money back.
