As for whether all the Doctors have met the Daleks. On screen only the 8th and 15th haven't. Dalek voices (weird ones) were heard in the 8th Doctor movie, but he didn't meet them. The 14th bumped into a propotype in the Children in Need skit.

When you watch Sylvester's Doctor Who episodes now, you soon realise how much unseen backstory, is being introduced.
New enemies to us, but old adversary's for the Doctor, hints of the Doctor's other guises throughout history and a sense that the Doctor was manipulating certain events, to achieve an end game.
There was also a darkside to the Doctor, revealed in several episodes, perhaps hinting towards the Valeyard incarnation.

All of the Doctors have met the Daleks although the 8th Doctor hasn't met them on-screen he did meet them in the big finish audio dramas and they were briefly heard and mentioned in the TV Movie.
The 14th Doctor met the Daleks in the comic book strip "Liberation of the Daleks" and that terrible children in need skit no one wants to talk about.
The 15th Doctor has yet to meet them.

I think this programme was right to say that the seventh Doctor’s era points the way to New Who, as it feels quite distinct from the rest of the classic show with its greater focus on the companion and the more postmodern feel it has to the storytelling. It takes the show in some interesting new directions, though the quality of the stories does vary considerably and some are undermined by poor script editing in particular. At its best, however, it is very good and the seventh Doctor is an intriguing incarnation. My one quibble would be that, while Sylvester is very good at comedy, physical stuff and being mysterious, his range is more limited than other Doctors and I don’t find him as convincing when he is showing anger or other strong emotion.

I class The Seventh Doctor (Sylvester McCoy) as the last Classic Who Doctor while I class The Eighth Doctor (Paul McGann) as neither classic or new he's more the bridge Doctor between Classic Who and NuWho.
I still stand that Jon Pertwee and Tom Baker will always be the best Doctors while Sylvester McCoy is not my favourite I'm less critical of him than I use to be.
