What people don't understand is that at the time of casting Xmen in the late 90s, superhero movies weren't all the rage like they are now. So A list Actors and slightly lessser were relunctant to be in another "Bad superhero movie". It was considered close to career suicide. So these actors would come up with all kinds of excuses to avoid being in one.
