It is more complex than that. People in India need some cultural training. The US is Capitalist, and property laws are robust. If people hang out in restaurants without ordering food or loitering, then the risk of violence will increase because owners will rudely ask them to leave or call the cops, etc. People need to know these things and minimize the risk of incidents. You cannot argue in America. There is no price bargaining. There are a zillion things that people need to know so that the risk of conflict is minimized.
