So, if this entire system ends up having a efficiency of say 95% that you get an output energy that Equals 95% percent of the input energy. With this less amount of energy you have to now bring up the water again to the needed height so that it can fall on the water mill again. But you can't because you don't have the same amount of energy (output energy) as you originally put in (input energy). So, bringin the water back up again is impossible, let alone powering external users. So, this type of system can never work.
