Lot’s of winter Steelhead below Ice Harbor in January, and February. Walleye are sluggish in cold water, that’s why alot of fisherman vertically jig from boat for them in cold water. Keep in mind you can catch Walleye just about any time of year.

Is it legal to fish that close to the dam.,? And how did they get down there did they jump that rail.?

I don’t know, we’ve never fished below in that spot before. I’m sure it’s legal though, you can tell many people have been fishing down there.
