This cycle is called gas pistoning. Is is a phenomena where a large amount of lava is push up by gases trapped beneath it. That phase is the seemingly decreased activity phase. When the gas reaches a depth where it can escape it does that with this incredible fountain. Low fountain activity resembles high flow rate and high fountain activty resembles lower flow rate. You can watch the "2018 lower east rift zone-quiet but insightful" presentation by the USGS about the Kilauea fissure eruption if you wanna know exactly what is going on.
