That's why you could literally chuck a rock at Sans as hard as you want and as long as you don't WANT to hurt him, and have no INTENTIONS to, he'd suffer literally no damage. He's basically just sparring with you. To capture you, he needs to tire you out. Notice how he even helps you if your health is low, just cause he likes fighting, it's fun and it's part of his job. If he can beat the shit out of you *while pulling his punches?* Yeah, he's super strong. Plus, you only have a Base 20 Health. A fake punch does 1 damage to Undyne in Pacifist, that's still 5% of your health if it hit you. Hard to avoid beating the shit out of you all things considered.

I wanted to have that fight be unwinnable. Sans might be able to stall you with brute force, and Papyrus can too, but seeing him like that, so angry and despairing, it would make your character think just how much damage they've done to the world and the people in it, and why? Just so they could 'see it all' and get 100% completion, because they COULD, that's why. Seeing Papyrus so damaged would make them hesitate, and eventually abandon the Genocide run altogether, they've caused enough damage, and they want to fix it all, even if that means resetting.
In my opinion, due to the amount of puns Papyrus makes in Undertale, I assume that he only acts like he hates Sans’ puns as a way to cope with his own self-discontent on not being able to join the Guard.
