4:17 "nobody plays Luigi" Lol it kind of speaks for how much Luigi's Mansion must have helped Luigi's popularity. Though I'd feel the same lol, I'd rather voice Toad.
Julien did give Luigi a sort of charm on its own. It did help make Luigi similar to Mario, voice wise-both have a high-pitched head voice.

I wish he was the luigi. I loved his voice lines in mario party 2. that's the luigi I think of from the early 2000s
