Obsidian also has outliner features, almost 2,000 community plugins, most of which work on mobile (something Logseq has yet to do).

Obsidian can become anything with the community plugins. I decided not to include it because I wanted to just include pure outliner apps. However Obsidian is probably the best app on the market. At least one of them.
