Delta motion? what is that? EDIT: looked it up, it's the input used for Guile's Double Flash for example. Well you can either: charge downback for 2-3 seconds, release that and press forward to down to back (or half circle back) to upforward + the attack button(s) or charge downback for 2-3 seconds, release that and press downforward, downback, upforward + the attack button(s). On the keyboard, for player one, W is up, D is right (forward), S is down and A is left (back).
Still never touched Ultra. Does the game give names for the new moves and do you have to sift and find all the differences yourself lije the focus attack's knockdown property? Great effort as usual.
Sadly, they're not listed in-game. Capcom released a PDF with all Omega 1.04 changes and names. There were some new changes in USFIV 1.05, but those were listed in a blog post.
Omega mode has so many changes for all characters, I tried to skip some like different damage output for some moves and the modified normal throws since most of them have different properties. Perhaps I should've started from scratch for each character.
It's a pretty big undertaking. I don't think damage output should be such a priority. After all, players can pit themselves against a regular version and do a damage comparison. Properties is a pretty big deal but it's also hard to document all the changes. As far as SFIV goes, I think most players can recognize the changes. They just don't necessarily know the move inputs. So you're doing well I'd say.
