I actually lived 2 minutes away from the military base where this happened, Fort MacArthur. They reenact the battle for LA every year with air raid sirens and spotlights and machine guns firing blanks.

The reasons for blackout conditions was so that bombers above the cities would not be able to accurately get their bearings and drop bombs on targeted buildings, bridges, airfields, etc... my theory is that someone in the us military had poor communication skills and didn’t let the men stationed on the coast of LA know they were testing some sort of secret aircraft(s) and when they shot down their own aircraft they had to cover it up or else the public would’ve known what they were testing.
