Why take a half a vehicle apart when installing instructions one etrailer website show that hitch can be installed with removal of bottom part of bumper only?

Not sure what installation instructions you're lookin' at. The instructions for the # SH89VR call for a fairly involved disassembly of the cargo area/threshold and removal of the rear bumper cover to complete the installation. Just as shown in this video:
