Still have no clue how it works. What level would you start scrying? Does it produce items you can use while leveling or would that be a a waste like hunting for gear before CP160?
I personally recommend doing this on your main character as you should only spend your time leveling scrying once. Its a long process to max the skill out and all scryable objects can be transferred across characters so it makes sense to only level it on one toon.

WTF How many green shall one have, how many yellow shall one have, and every time you go out, you got only 9 try, then it is not the same yellow and green fields, you have for some second ago. You start in a new ritual. Do you have to have 9 green, well, then you can press for months to make it work.

You scry the green scryable item over and over to level the skill. Scrying is in the same menu as journal/quests.
