Hello Rupert, Your advices are spot on and very useful indeed - I particularly agree with n.3. It's the same scenario where I live. We start learning English from a young age, the English language isn't taught particularly well and most universities require at least the B2 level (FCE) in their admission examination yet there is no emphasis on speaking and phonetic. Although I often visit the south east of England and have "picked up" the RP accent my strongest skills remain reading and comprehension.

Which explanation is correct? 1) Is this a reduced present participle clause?(Xi stresses while he is modernizing China's border, coastal and air defense.) 2) Is the preposition 'On' omitted?(Xi stresses on modernizing China's border........) 3) Is the verb "Stress" followed by the gerund?(Stress+ing)
It's number 3. The "ing" form allows us to turn the verb "modernise" into a noun, and the phrase "modernising China's border, coastal and air defense" is a noun phrase. The verb "stress" means "emphasises" in this instance. It may have been clearer to write "Xi stresses the topic of modernising China's border, coastal and air defense" - this would have exactly the same meaning 🙂

Hmmm ... whilst your example is not wrong, I'd prefer to say "the reforming of the spirit". This emphasises the phrase as a noun; keeping the gerund outside of a "the ... of ..." structure emphasises the need to do the activity, which fits the first example better.
