The bond between dragon and rider can indeed become that strong. The valyrians used blood sorcery and human sacrifices to create that bond with this dragon bloodline.

I like how the show has handled the blank spots in the history. Westerosi history wouldn’t know it was accident or that Arrax did fire first against Lucerys command, it’s details that could color a story greatly especially for people that already know how it plays out generally. Same with Sunfyre and King Aegon showing up to battle history WOULDNT know or care that was also not supposed to happen, or that Aemond fired on Aegon purposely. It would only say Meleys Sunfyre and Vhagar fought, which they did.
Aemond desires were not known in the books At best you can a couple if accounts of his actions at Storms End, but he never declared his true feeling or what actually happened in the air over Storms End

The Books are written from the Perspective of Unreliable Narrators. GRRM stated this several times in interviews. The show could not be presented that way because it would be too confusing to casual fans.

He took her before any of the lords had a chance to discuss, and it was immediately after the death of Baela’s mother. To them, Vaghar was their dragon to tame and belonged to their family. Aemond knew what he was doing. He’s always had a chip on his shoulder because Luke, Jace, and Aegon always taunted him for not having a dragon. Stealing Vaghar was his way of getting back at them.

In my opinion, both dragons got out of control because their riders were half-blood Targaryen. I believe that this is where the Valyrian tradition of incestuous marriages came from, so as not to mix blood because only the Valyrians can fully control the dragons.

They were fighting, and Aemond was winning a 4v1 and threatening to kill Jacaerys. Unless you don’t have your own siblings, then you can understand why Lucerys did that to defend his brother. Also from the point of view of Rhaenyra’s and Daemon’s children, who are betrothed to each other, Aemond actually did steal Vaghar. He took her before any of the lords had a chance to discuss, and it was immediately after the death of Baela’s mother. To them, Vaghar was their dragon to tame and belonged to their family. Aemond knew what he was doing. He’s always had a chip on his shoulder because Luke, Jace, and Aegon always taunted him for not having a dragon. Stealing Vaghar was his way of getting back at them.

I dislike Aemond he was a wimpy boy and is a bully now he’s grown. He deserved to loose his eye but has never got over it or accepted any responsibility for the fight that caused the injury. He looks deformed in episode 2 when he’s curled up on the madam in the brothel pity blood and cheese didn’t get him.
The Targaryens actually were able to control their dragons. Viserys was a reluctant dragon rider and thought of himself as a Dreamer. Valyrians would have gone extinct long before the Doom if they weren't able to control their dragons.
