I also got the plasma bolts in this cutscene in a play through of the reach campaign I did with my friends last week. I didn’t remember seeing it many times before there despite having played the reach campaign many times throughout my life. Thanks for finally explaining it!
Its actually a common practice in game development for cutscenes or map overlays. Normally (including in some later levels of reach) these maps are positioned way outside the map play area where nothing can interfere with them. For the most part it is done since in the game engine you have set cameras, normally one is the player (either positioned around the head area for FPS or behind in TPS) and for any cutscenes (either animated 3D ones where they setup some animations and camera placement in an area or 2D map projections which is normally a image on a 2D plane with UI overlays and stuff added over it in layers). Some games IE COD have it as a compressed video file (which has its own issues for PC games).
I actually think that this was probably a pretty quick and intuitive method in comparison! Using the in-game engine to render cutscenes in real time makes use of the assets you already have and probably enables the team building events within the game to help create the cutscenes under the guidance of a director. However, if you want to totally pre-render all cutscenes and create them within 3D editing software (like Blur did with H2A) you would need an ENTIRE extra studio and team dedicated wholely to creating JUST cutscenes, because they would then take on more of a "movie making" role and would require experts in that kind of tech, which obviously makes the project a LOT more expensive. So in fact, I think that placing the map layers just into the world like this is a really creative solution that allows you to mix in-game real time scripted cutscenes with some pre-made map assets without having to switch back and forth from video to game world. This also saves loading times since the map you'll play on is loaded before the cutscene, and I imagine cuts down on "size on disc" by not having to store large video files.
You think that is makeshift? The Train scene in Fallout 3 was done by having an NPC wear a hat that was modelled as a train, and running really fast because the devs couldn’t be bothered to make a proper train/vehicle system in the game.
Its made this way so you don't get a loading screen after every cut scene, Because it loads level in background. It also makes lightning similar to in game level. Edit: Correcting my autocorrect

It all makes perfect sense when you break down the map scene...Also the air battle would have produced twin plasma bolts fairly close together. If only a marine came ragdoll-ing into the scene instead would have been quite the show..
